Each game uses different controls, most DOS games use the keyboard arrows. Some will use the mouse.
Hugo 2 :Who Done it! Description
In Hugo 2: Who Done it!, the player controls Hugo's girlfriend, Penelope, who must investigate Hugo's mysterious murder during a romantic getaway at her uncle's mansion
As Penelope moves around by using the arrow keys on the keyboard, and controls his actions by entering commands on the keyboard (or, in the later-released Windows version, one can use the mouse).
